The ACLU-NJ will host a virtual briefing for attorneys to outline the clemency process in New Jersey, including who is eligible for expedited review and how to make the strongest case for clients. The course will offer 1.5 continuing legal education (CLE) credits.
The New Jersey Constitution provides the governor with the exclusive authority to grant pardons and commutations. The panel will discuss Executive Order 362, which Governor Murphy issued in June to create an expedited process for categorical clemency and an advisory board to review certain petitions. The discussion will focus on how these changes impact the clemency process in New Jersey.
The course will be introduced by ACLU-NJ Legal Director Jeanne LoCicero and moderated by ACLU-NJ Director of the Clemency Project Rebecca Uwakwe. They will be joined by the following panelists:

- Jessica Henry, Clemency Advisory Board Member, Office of the Governor
- Leigh Kelsey O’Donnell, Special Senior Counsel, Office of the Governor
